Stackage announcement

We've finalized the agreement to take over Stackage from FP Complete, as we talked about in a board meeting a while back. Here's the public announcement: https://discourse.haskell.org/t/a-new-home-for-stackage/7632

Please direct questions about details to Bryan and Hazel - they'll be executing on this project, including gathering volunteers.
