15-STABLE Installer/Update Build Server Update

Hey all,

The storage on the 15-STABLE installer/update build server is
experiencing storage issues. I plan to back up the build VM. The ZFS
pool was created as a raidz2 with one failed drive (I suspect it's
either the Dell RAID controller or perhaps just a loose cable.)

I still plan to create the 2026Q1 quarterly branches today along with
starting new package builds (for both 15-STABLE and 16-CURRENT). I do
plan to try to start the 15-STABLE installer/update build, but it's
possible it might be a bit delayed.

With our tiny budget, we typically purchase lower-quality consumer
SSDs. I suspect the drives just aren't performing well due to them
being budget consumer drives. I plan to look at upgrading the drives
as soon as we can, but most likely after this next quarterly build.

The quarterly branches and tags have been created. Package builds are
starting, including for 15-STABLE.

The aforementioned problematic server is pretty much dead at the
moment. I was able to successfully back up the installer/update build
VM, so tomorrow, I plan to migrate the VM to a different server.

The 15-STABLE installer/update build will be delayed by at most one
week, even though the package build will start today.
