Planning to propose permissions changes (Not finalized proposal)

W/o any additional extensions, I'm planning to propose an overhaul to
the permissions.

That looks okay to me. Is the main change just that you took some permissions from emailconfirmed and administrators (mostly the latter) to make the Members category?

Also eliminating bureaucrat and moving most of those permissions to
administrator.

Mediawiki default config allows for a group of "super administrators"
called bureaucrat, I figure we really don't need that.

Especially by allowing pages to be locked down so that only members
can modify them (Like maybe change the main page to be like that?)

Ohh, yeah, that explains it. Oh, another permission for admins: CheckUser. Lets admins check the IP address used by a registered user. You get it with the CheckUser extension, which we should totally have.
