Some simple templates

I made some simple templates for labelling pages.  You can use these templates on a page by inserting {{TemplateName}} at the top.

http://wiki.hacdc.org/index.php/Template:Obsolete

Prints a message that the page is obsolete at the top of the page, and adds it to Category:Obsolete

For example: http://wiki.hacdc.org/index.php/Central_Services

http://wiki.hacdc.org/index.php/Template:RevisionNeeded

Prints a message that the page info needs to be revised and adds it to Category:RevisionNeeded

For example: http://wiki.hacdc.org/index.php/MIBS_Simplified_Rules_of_Coordinated_Consensus_through_Chaos

Some of the older pages have good stuff on them that isn't really accurate anymore, so I've been labeling those {{RevisionNeeded}}.  Other pages are pretty much all wrong and I've been labelling them {{Obsolete}}.

I've also started mucking around with the Category: assignments to build up the outline.  I'm leaving the existing Category: tags alone except when they are wrong for the current outline or would be confusing.  I'm also removing some of the MIBS-era categories to simplify things and isolate the Obsolete pages a bit more.

I've made some minor changes to the Spaceblimp template and added one
to the HAM radio pages.

Very basic template, but does the job.

I think tomorrow I'll try to go through and create a basic template
for Byzantium Sprint and add all those pages to it.

I went through and got all the HARC & Byzantium pages into their
categories that I could easily spot.

We are now down to 153 uncategorized pages.
