You need an internet connection in order to view the camera system via app or remotely.  What do you mean that you don't have a public IP address?  Does that mean you don't know it or you don't have internet?

If you don't know it, you can use a free DNS service to point to the IP address, as they detect your IP when you visit the site, and you can set yourself up with a free DNS name to use.

If you don't have an IP address, then that is self explanatory and you need internet connectivity.

If you indeed have internet connection at the location, you can try follow the app's quick guide to see if you can get it working on your smartphones.

You can download the quick guide here: https://goo.gl/UtqPAg

For web browser access, you would need to forward ports on your router. The ports you need are http (80), listen(8101), and media (1935) port. We recommend changing http port to another port number if you want to forward the ports.

This is not clear at all. I have a GW5127IP cam and I have set up port forwarding for port 80 to the cam's internal IP, however I do not understand how to add port forwards for the listen and media ports. My router is an ASUS RT-N66W.

Also, the instructions for adding a device to the iphone app say to set the media port to 9000 in the app. How does that make sense?

I have the 2208e version. I had to first go into the NVR itself (not using the web) and enable Ivview (mine was found if I went to the menu, then went to quick setting I believe it was). I then downloaded RealView, connected my phone to the Wifi network that my cameras are on, then add the device in RealView by clicking the add device, and use the search by LAN option.

You can also just use RealView without using the iView connection, which has been deemed unsecure by some.

Personally, I connect to my DNS name via RealView using 8101 that is forwarded from my UTM.

Not sure why some are trying to connect to port 9000.
