My advice would be to reach out to your local education agency who distributed your EANS funding (in Wisconsin, it was probably your CESA) to see if they have any guidance.
I know in the public school system, we do not have any additional accountability measures in place for end of life or repurposing of equipment purchased with federal stimulus money. We treat this equipment in the same manner as if it was just purchased out of our local budget. Here, I think, is a rare example of money from the feds that comes with few strings attached - as long as you followed the procurement guidelines, I don't think there are any restrictions on what you do at the end of the lifecycle.
