New non-font writing systems google group

The Writing Systems Technology team has a new Google Group that is aimed at developers. This group will be for announcements about non-font services and tools, including the SIL Locale Data repository (SLDR), Language Tags (langtags), ScriptSource, and more. It will function similarly to the SIL Font News Google Group, which hosts announcements for our font releases, but specifically for non-font topics.
