[sw-dev] RISC-V RTEMS port is Upstream

Hi all,

I'd like to let you know that RISC-V/RTEMS (Real-time OS) port
(riscv32/riscv64) is now upstream. It's compatible with 1.10 priv,
works in Machine mode and tested on Spike.

For more details about the porting efforts and how to build/run RTEMS
for RISC-V, you can have a look at my blog post [1] or you can just
follow the RTEMS Quick Start Guide [2].
