SC-91: New IP address validation method using Persistent DCV TXT Record

Hi all,

As discussed in today's Validation working group call, I am looking for endorsers for the new IP address validation method: https://github.com/geegeea/servercert/pull/1. I have updated the prefix label to "_ip-validation-persist" as per Clint's suggestion.

Please let me know if you'd like to endorse the ballot. Alternatively, if there are questions/comments, feel free to directly comment on the PR.
