That’s helpful, thank you Clint.  Indeed, ISO/IEC 18013-5 and -7 are the standards that we reference in the draft SBR ballot.

They trick will be to define the SBR so that only legitimate gov issuers of mDL are accepted.  There is a “trust store” format defined in ISO/IEC 18013-5 (called a VICAL) – but AFAIK there are no international VICALs.
