Dear CA/Browser Forum Participants,

The CA/Browser Forum has adopted version 1.4 of its Intellectual Property Rights (IPR) Policy following extensive review by the IPR Subcommittee and unanimous approval by the Forum.

Action Required

All member organizations and interested parties must submit a signed IPR Policy Agreement (v1.4) no later than June 1, 2026. Failure to submit a compliant agreement by this deadline will result in suspension of participation privileges until such time as a valid agreement is received.

Submission Instructions

Please submit your signed agreement using the following form:
https://forms.gle/S1i4j635VVuh3SMP6

The IPR Policy Agreement must be signed by an individual authorized to execute legal agreements on behalf of your organization.

Individuals participating as Interested Parties may sign in their individual capacity (with any organizational affiliation noted), but where participation is on behalf of an employer, the employing organization must sign as the Interested Party.

Important Notes

  • Previously executed agreements under IPR Policy v1.3 are no longer sufficient and will not satisfy participation requirements.
  • Two versions of the agreement are attached for your convenience, including a version enabled for digital signatures.
  • These agreements and full IPR Policy v1.4 are also available on the Forum’s website:

Recommended Next Steps

As soon as possible, you should:

  • Forward the IPR Policy Agreement and IPR Policy v. 1.4 document to your legal counsel or other responsible business representative
  • Confirm the appropriate authorized signatory within your organization
  • Allow sufficient time for internal review and execution prior to the deadline

Compliance and Tracking

Submissions will be tracked centrally. Organizations that have not submitted a valid agreement by the deadline may have their:

  • Voting rights suspended
  • Participation in working groups restricted
  • Access to Forum resources limited

Reinstatement will occur upon receipt and verification of a compliant agreement.

Hello Ben,

We have an inquiry regarding the IPR agreement submission form below.

It seems we cannot access it or view its contents since it requires an authenticated google account.
I do have a company google account, but it seems that access is denied regardless.
Could you please guide us how we can submit our documents?

I had no problems submitting the form.

You just have to type your password again. For some reason they have set the sensitivity on the form to high or similiar (or its the google drive upload thingy) requiring re-verification even if you are already logged in.

Should work with any google account. Make sure you have cookies enabled, and if it don't work on this device try another for example cell phone or another computer.

Use google chrome or Edge. Google's form script and acct verification system can vomit on firefox's or safari's way to handle things.

Hello Jun,

Based on what you described, it seems likely that the issue is not with the Google Form itself, but rather with your company’s internal security policy settings. In many organizations (including ours), access to cloud-based document services such as Google Docs / Forms can be restricted by network or information security policies for data leakage prevention.

Therefore, I think it would be best to first check with your internal information security or network administration team to confirm whether access to Google Forms is being blocked by policy.
