Houston F2F Proposal

Hello NetSec group:

I started working on a proposals document that we can use to inform the discussion at the Houston F2F. The document contains three proposal tabs that build upon each other: Proposal 1's suggestions are accepted in Proposal 2 with new changes, and the same progression applies to Proposal 3. Here's a general summary of the proposals:

Proposal 1: This is purely a re-organization of the existing requirement with no language changes other than categorizing them under CSF Functions (e.g. Identify, Protect, Detect, Respond, Recover). 

Proposal 2: Adds the CSF function, Govern, to the requirements and re-organizes some of the existing language to fit this new function. 

Proposal 3: Adds Section 0 which defines the Purpose, Scope, and Primary Risks and augments the requirements with stipulations recommended by CSF. 

Ptal and feel free to add comments or suggestions ahead of the F2F next Tuesday.

Great work! I made some suggestions in the proposal 1 for re-arranging some sections. Looking forward to the discussion at the F2F!
