Unto the Populace of the Kingdom of Atlantia, greetings from Maistir Cian, Kingdom Seneschal.
Their Royal Majesties King Abran and Queen Anya have decided to make some changes to Kingdom Law and are holding a Curia Regis to discuss them on Sunday, September 14 at 3:00 pm on-line.
Per Kingdom Law, the members of the Curia Regis are:
· The victor and consort of Crown Tournament of Atlantia
· All Territorial Barons and Baronesses.
· All Great Officers of State
· All Officers of State
· All Branch Seneschals.
Only the members of the Curia Regis are allowed to speak at Curia. If you have questions or concerns you would like to have addressed, please contact your local branch seneschal and ask them to bring it up.
Information on accessing online Curia will be announced a few days before the actual event.
The proposed law changes are listed here. If an item is in Blue and underlined, it is new to that section. Items in Red with strikethroughs are being removed. Items in black, non-bold are existing text left in for context.

5.1 Selection and Appointment of Great Officers of State and Officers of State
·
5.1.1 After the solicitation of applicants,
Great Officers of State are selected and appointed by the Crown in consultation
with the Kingdom Seneschal incumbent Officer, the outgoing Officer’s Emergency
Deputy, the Kingdom Prince and Princess (if applicable), and all other Great
Officers of State in accordance
with Corpora VII I 1.
· The incumbent Great Officer of State shall advertise the open position. Applications shall be sent to both the Crowns who will be making the selection and to the incumbent Great Officer. The incumbent Great Officer will then share the applications electronically with their Emergency Deputy, the Kingdom Prince and Princess (if applicable), and all other Great Officers of State.
· The application period should be no less than 30 days and no more than 60 days and should be started within the first 4 months of a reign to give ample time for applications to come in, the Crowns to decide, and for the Crowns to be able to install the new Great Officer before the end of Their reign.
· Based on the applications received, the Crowns will consult with the above-mentioned individuals. Consultation may be sought in a written or verbal format. The Crown may set a reasonable time limit in which to receive consultation, not to exceed 30 days. Any individual may abstain from giving commentary, with the exception of the incumbent Officer and the Kingdom Seneschal.
· The incumbent Great Officer of State shall recommend a replacement to the Crown, but the Crown is in no way bound to follow that recommendation
· The Crown should decide within 2 weeks of the closing of the application period
· Great Officers of State are ratified and warranted by the corresponding Corporate Officer (If applicable) and the Crown
· In accordance with Corpora VII, I 1, if no corresponding Corporate Officer exists, the Crown shall act unilaterally
Reasoning: By adding a consultation with the other Great Officers of State, the incumbent Great Officer’s Emergency Deputy, and the Heirs, additional viewpoints on Great Officer Applicants may be offered for consideration. It is still the Crown’s prerogative to make the final choice.
5.11 Emergency Deputies for Great Officers of State
Should a Great Officer of State resign or become unable to perform their duties, their Emergency Deputy shall take over their duties until a successor can be chosen or until the original officer is able to resume the duties of the office. The Emergency Deputy shall maintain all the requirements of their office. The Emergency Deputy is not the "designated successor." The Crown retains the authority to choose the Great Officers of State.
In the event that there is no Emergency Deputy available at the time of the Great Officer being unable to perform their office, The Crown in consultation with the Kingdom Seneschal may appoint a “temporary” Emergency deputy to serve until the process to replace the Great Officer is able to be completed.
Reasoning: In the unlikely chance that a Great Officer has to step down from their office, and either there is no Emergency Deputy or the Emergency Deputy in unable to fulfil the position, this allows for the Crown and the Kingdom Seneschal to appoint someone to fulfil the Great Office position until the proper procedure for obtaining a new Great Officer is able to be completed.
6.5 Selection and Polling Requirements of Territorial Baronage
6.5.1 The following procedure shall be followed for the selection of a Territorial Baron and/or Baroness:
· The Branch Seneschal shall provide a list of candidates for the Crown (or their Heirs), for approval. Candidates may choose to submit themselves as pairs or individuals for consideration on the Baronial Polling
· Pollings shall list no fewer than two (2) candidates or pairs of candidates
·
Once approval is received from the Crown (or
Heirs), and the Kingdom Seneschal, the Regional Seneschal shall set up an
electronic polling in the Kingdom ESP system, accessible to each paid member of the Barony as determined by 6.5.2. residing within the geographic boundaries of the Barony
as determined by the zip codes listed in the Atlantian database
6.5.2 Determination of Polling Residency
For the purposes of participation in Territorial Baronage polling, residency shall be determined by physical address or by citizen determination.
1. Physical Address: A paid member residing within the geographic boundaries of the Barony as determined by the zip codes listed in the Atlantian database. This is the default method of residency determination.
2. Citizen Determination: At the beginning of each calendar year, a paid member may declare their group of residency for the purposes of participating in Territorial Baronial pollings. This declaration must be made before January 30 of each year. Once made, this determination will remain set until changed. The group of residency may not be changed until the following year during the specified period.
a. This determination is only applicable for participation in a Territorial Baronial Polling and does not apply to participation number requirements or to any other residency related requirements identified in Kingdom or SCA law.
b. This option is available to citizens of Atlantia by residency or treaty.
c. If no residency determination is made, the default residency for all Atlantia Citizens is determined by zip codes listed in the Atlantian database.
d. People may petition the Kingdom Seneschal to have their preferred group changed outside of the normal time period due to extenuating circumstances.
6.10 Requirements for Pollings of Confidence of Territorial Baronage
The following procedure shall be followed for a Polling of Confidence for a Territorial Baron and/or Baroness:

Once approval is received from the Crown (or
Heirs), and the Kingdom Seneschal, the Regional Seneschal shall set up an
electronic polling in the Kingdom ESP system, accessible to each paid member of the Barony as determined by 6.5.2. residing within the geographic boundaries of the Barony
as determined by the zip codes listed in the Atlantian database
Reasoning: There are many people who may reside in one Barony but play solely in another one. While there are no restrictions on where a person may play or may hold office, under the current law if you do not live within the boundaries of the Barony, you may not vote in Baronage pollings despite being an active participant in that Barony. This option allows you to set your home group in the ESP system to reflect the group you prefer to be a member of, and thus you will be able to vote in future Baronial pollings.
