The proposed regulations are an amendment to the City’s Unified Development Code (UDC).  All text amendments to the UDC are subject to review and recommendation by the Planning and Zoning Commission at a public hearing prior to consideration and potential adoption by the City Council. The Planning and Zoning Commission’s public hearing for these draft regulations is scheduled for Dec. 7, 2023 at 7 p.m. in the City Council Chambers, 701 E. Broadway. 

The proposed regulations represent over two years of research and discussion between the Planning and Zoning Commission and City staff that will, if adopted, provide regulatory standards for the use of short-term rentals, also known as AirBnBs or VRBOs. The proposed regulations include new definitions specifically tailored to STRs, a three “tier” structure with operational and rental day limitations, supplemental “use-specific standards” addressing licensure, site, and operational limitations, and revisions to the permitted use table. 

Interested parties can review the draft regulations, labeled “public hearing draft” from the Community Development department website: CoMo.gov/community-development/planning/ under the “New and Noteworthy” label. Comments on the “public hearing draft” are encouraged to be submitted in writing by Nov. 27, 2023 to the Community Development department.  Comments may be submitted electronically or by mail.
