Request for Proposals: 2016 Community Development Block Grant (CDBG) and HOME Funds

The City of Columbia anticipates receiving approximately $835,000 in Community Development Block Grant (CDBG) funds and $369,000 in HOME funding from the Department of Housing and Urban Development (HUD) available during 2016. These funds will be provided for CDBG and HOME eligible activities as part of the City's Annual Plan for 2016.

CDBG Funding

CDBG funding is provided in the following five categories: (1) economic development, (2) affordable housing, (3) community facilities, (4) fair housing, and (5) neighborhood needs. All CDBG funding must benefit low to moderate income households or eliminate a spot case of blight.

HOME Funding

Eligible HOME activities include: new construction for homeownership, or rental rehabilitation for homeownership or rental. All HOME assisted housing must benefit lower income households. Staff will review project eligibility; the Community Development Commission will review criteria, application submission procedures, and project implementation requirements.

Application Workshop

A pre-application workshop will be held on March 4, 2015, from 6:30 p.m. - 8:00 p.m. at City Hall, 701 E. Broadway, Room 1A. All applications must be received through the on-line system by 11:59 p.m., April 30, 2015 to be considered for funding.
