FY 2015 CDBG and HOME Applications

The Community Development Department has received applications for FY2015 Community Development Block Grant (CDBG) and HOME funds. The following public projects will presented to the Community Development Commission on May 14, 2014, 7pm, City Hall, Council Chambers--please click on the links to view the individual applications:

  5. Community Development Department - Homeownership Assistance Program

  3. In2Action - Transitional Housing Acquisition

  5. Job Point - Vocational Training
  6. Phoenix Programs - Facility Renovations
  7. Columbia Housing Authority - Housing Renovations
  8. Columbia Housing Authority - Tenant Based Rental Assistance
  9. Voluntary Action Center - Emergency Rental Assistance & Tenant Based Rental Assistance
  10. Welcome Home - Homeless Veterans Facility Construction
Public comment on applications received will be accepted at the June 4, 2014 meeting.  The Community Development Commission will approve funding recommendations for eligible applications at their June 18, 2014 meeting.  The City Council will hold public hearings and  approve a 2015 budget by the end of September 2014. Although HUD is expected to make funds available in April – June, 2015, funding availability is contingent on the Federal budget process for 2015 CDBG and HOME funding.

The Community Development Block Grant program provides funding to address local housing and community development needs. The City of Columbia has used CDBG funding primarily to rehabilitate and upgrade substandard housing, improve public facilities and infrastructure in low-income neighborhoods, and improve community facilities owned by non-profit organizations serving low-income households and individuals. Funds must be used to benefit low- and moderate-income households. The HOME program provides funding for affordable housing including: the rehabilitation or new construction of owner and rental housing, homeownership assistance, or tenant-based rental assistance.
