Module 3 of Development Code Update Released - Public Forum Scheduled

The next public forum on the Columbia Development Code Update Project is scheduled for Wednesday, April 15, 2015 at 6:30 P.M. in the City Council Chambers, 701 East Broadway. All interested persons are invited to attend.


Clarion Associates will deliver a presentation on their latest work on the proposed code. The 90-minute presentation and question and answer session will focus on Module 3, Administration and Enforcement. Module 3 describes the procedures involved in City approvals for different types of zoning and subdivision actions and the steps involved in enforcement of the ordinance. Previous work in module 1 revised the zoning district structure, determining how land uses are defined and where they are permitted; module 2 proposed changes to development standards that determine “how good” site development must be and proposed a new “form-based” mixed-use downtown district to replace the C-2 Central Business District.


The City engaged Clarion, with Ferrell Madden Associates, in January 2014 to draft a comprehensive amendment to the zoning ordinance, subdivision regulations, and several sections of the City Code related to the development and use of land. With the delivery of the third and final module of the proposed code, the consultants’ next steps will be to prepare a revised complete draft of all three modules and then test the code on several development scenarios. The update is expected to be completed at the end of 2015.
