Uploading 3rd party projects

Hi OSSRH,

I have a question about uploading projects on behalf of the original author. Per official documentation [1], if a project shows no interest in actively uploading its artifacts onto the Maven Central and if the project license allows it, then a community member may pick up the task of uploading the project themselves on behalf of the author. My question is as follows: given groupId:artifactId, is there a way of finding out whether the project has been uploaded to Maven Central by its author, or by an unrelated community member as a 3rd party project?
