Nuget packages "Last downloaded" not updated anymore in vresion 3.29.0-02

Dear all,

Happy newyear, first of all.

I just found out that the "Last downloaded" time for nuget packages is no longer updated if packages are downloaded via "dotnet add" or "dotnet restore". Only if I download a nuget package via the UI, the "Last downloaded" time is updated. Also, it seems only the case with the nuget hosted repositories. The nuget proxy contains correct "Last downloaded". I think the behaviour changed with the last upgrade I did at Dec 20, 2020.

This doesn't seem to be the case for other repository types. I've not checked all, but at least the hosted docker, npm, maven2 repositories.

Anyone else experiences this?

I noticed furthermore that the "Last downloaded" is only updated when I use "curl" for the nuget package or when I download the package via the UI, but not via "dotnet restore" or "nuget install". I've spinned my old instance 3.28.1-01 and noticed the same behaviour there. So, this behaviour is not new in this version 3.29.0-02.

Mariska, that doesn't sound like the ideal behavior, would you mind filing a bug at issues.sonatype.org under the NEXUS project?

Have you tried adding the "--no-cache" flag to the dotnet restore flag, to bypass its local cache?

Yes, it happens also when I've removed all packages from the local cache (or in a clean machine). I file a bug report.

To be more precise, "last downloaded" is correctly updated when you use "nuget install", but not with "dotnet restore" or "dotnet add package".
