but that repository does not appear to be complete. Moreover, there are no tags on the repository.
In particular, I'm missing the Docker plugins, e.g. com.sonatype.nexus.plugins:nexus-repository-docker:3.0.2-02. Am I looking in the wrong place?

Unfortunately, despite it's OSS branding, Nexus does not really seem to be an open source project. All of the repository formats except for Maven are closed-source (even though they are marketed as features of the OSS version!) The Nexus team apparently develops using an internal git repo, and periodically pushes a snapshot to nexus-public.
