If your company has a security policy requiring all inbound content, intended for distribution (YUM repos, Windows Update,…), to land on a secure host, inside some sort of DMZ, that is acceptable. They can do the same with Maven Central.
You should ask them to mirror Maven Central on a host in that “DMZ” and then you can proxy that on your Nexus. Nexus is much more than just a proxy, so there is a case for its use, even if the Maven Central is mirrored.

By experience, you don't want to rsync the whole central repo if you don't want to get automatically banned.
At least, contact/wait for sonatype answer here before hammering Central.

The other problem of course is that this idea of only having the "right" things available is totally transient and time dependent. It relies on the old idea of a "Golden Repository" and as anybody that has tried that will tell you... it doesnt work.

Unfortunately in practice a lot of people still attempt to follow this approach anyway. I have seen a too many companies having their own custom scripts for provisioning repositories. I even ended up starting to write my own open source tool. It is available here https://github.com/simpligility/maven-repository-tools It works but has a few problematic limitations (like no javadoc and sources being provisioned yet) that I will have to implement but lack the time to do so. I am however more than happy to take pull requests if somebody wants to take it to the next level and collaborate on this. Once its a bit better and some of the planned features are implemented I am happy to cut a release and push to central.
