OpenDP Library Release

Dear OpenDP Community,

In anticipation for the Community Meeting starting Wednesday, September 22, we're pleased to release the initial public version of the OpenDP library (0.2.1) for testing.  This release is meant to give you a chance to familiarize yourself with the current state of the library, and to facilitate discussion at the meeting next week. 

The OpenDP library is available for Python on PyPI and for Rust on crates.io. Documentation (in-progress) for the library can be found here: https://docs.opendp.org/

We encourage you to try it, and look forward to your feedback!
