SCPI support

All,

Basic SCPI [1] support has finally landed in yaq. In this case we decided to make some very generic daemons [2, 3, 4] which I hope can cover the majority of simple cases. More complex daemons can exist along-side these simple ones later, if needed.

SCPI is ubiquitous in scientific hardware, so do consider trying these out for yourself---feedback would be appreciated. Thanks to Brandon Mehlenbacher for taking the lead on this project.
