Responsibilities

The Associate Director of Administration and Operations serves as the Chief Administrative Officer and is accountable for directing the operational, financial, grants management, and facility management activities at the California National Primate Research Center (CNPRC). The incumbent is expected to help lead and implement the strategic direction and vision of the CNPRC through establishing operational goals and objectives of the assigned areas of responsibilities at the CNPRC. The Associate Director of Administration and Operations assumes delegated authority in decision making with in assigned areas of responsibilities across the Center on behalf of the Director. The annual operating budget is approximately $50M per year, and a workforce of 350 faculty, academic appointees, staff, and students involved with CNPRC activities. On behalf of the CNPRC Director, the incumbent will lead and coordinate the administrative needs of the Center.

The Associate Director of Administration and Operations represents the CNPRC, along with the CNPRC Director at the National Primate Research Centers Directors’ meetings. The incumbent plays a key role in the development and execution of short- and long-range program planning for the CNPRC and systematically monitors and prioritizes goals to achieve the CNPRC’s mission and vision. The Associate Director of Administration and Operations plays a key role in future planning and business enhancement of all activities involving nonhuman primate research development at the CNPRC. Specific responsibilities include: Lead and coordinate the development of long-term and short-term strategic business plans with academic leaders within the UC system and NIH; program management and oversight, financial analyses, and strategy formulation supporting faculty driven programs; contract negotiations with sponsors and strategic partners; contract processing and management; providing direction to and ensuring integrity and quality of customer service within assigned areas of responsibilities; interfacing and ensuring compliance with federal grants and contracts; collaborating with academic institutions and other strategic partners; management, oversight, and coordination of facilities and business development.

The Associate Director of Administration and Operations will utilize communication strategies to ensure effective information exchange between the Center and Office of Research, academic departments, and the larger institution. The Associate Director of Administration and Operations will develop policies and procedures affecting a wide range of administrative activities; review and disseminate UC policy and procedure governing these activities; interpret Federal, State, not-for-profit and private sector sponsor agency guidelines and requirements for grants and contracts administration; coordinate the preparation of the NIH operating base grant five-year grant application, construction/renovation grant proposals, and annual progress reports.

The incumbent in this position will work and interact with all levels of the UC Davis Campus, including Deans and Vice Chancellors, the Chancellor’s Office, UCD Central services entities, representing UC Davis at the global and national level with other universities and institutions, business leaders, and within the national NIH Primate Center network. The incumbent will have delegated authority to handle and resolve management of CNPRC governance/advisory committees, including National Science Advisory Board, Research Advisory Board, and Management Advisory Committee. The delegated responsibility includes but is not limited to oversight of meeting preparations; assuring meeting minutes are drafted for review and approval by committees; and identification and follow up on strategic and big picture action items resulting from meetings and establishing timelines for such actions as appropriate.

Required Qualifications

·         Bachelor’s Degree in Business and Finance and/or Organization and Operations Management.

·         Experience (10+ years) in providing progressive leadership and experience in a high-level administrative role similar to a Chief Operations Officer within a large and complex Organized Research Organization with experience in business operations management of a large portfolio of public and private grants and contract, facilities operations and health and safety management.

·         5+ years of professional senior level experience in grants and contracts administration (includes compliance oversight of both post/pre awards and business development with private sector) with a high-level emphasis on experience leading a research business department with a strong background in program management, grant writing, finance, and strategic planning and organizational management.

·         Extensive knowledge of laws, regulations, and policies related to research compliance such as OMB Circulars A-110, A-122 (or A-21) A-133 and the NIH and NSF Grants Policy Statement.

·         Team building skills demonstrated through past performance to effectively recruit, train, evaluate, motivate, resolve problems/conflicts, conduct performance management, and build effective service-oriented, team environment.

·         Project management skills to take complex, significant projects from conception to fruition in a timely and effective manner with a focus on strategic planning and program evaluation skills to effectively provide sound recommendations, continually examine systems, and develop or revise to accommodate changing requirements.

Preferred Qualifications

·         Master’s degree in Business Administration.

·         Extensive experience with federal contracts and variety of granting agencies such as the National Institutes of Health, National Science Foundation, among others.

·         Experience in financial forecasting and in the development and use of sophisticated tools and financial models to monitor funds, make projections, and design management reports.

·         Senior-level management experience to analyze big picture and complex information or problems in an objective manner and derive logical conclusions to provide a sound basis for making decisions and establishing priorities, selecting appropriate courses of action for pursuit or recommendations to others, and to resolve conflicts.

·         Knowledge of and skills to implement principles of performance management, multiculturalism and diversity, coaching skills to enhance staff contributions to the organization’s mission.
