Subject: Recruitments at the Public Service Commission of Wisconsin, Office of Regional Markets

Good morning, Mr. Williams,

My name is Ryan Kohler and I am the Director of the Office of Regional Markets at the Public Service Commission of Wisconsin. I am reaching out on behalf of our group regarding some recruitments we are conducting in our section. We appreciate the partnerships we have had with you or your group in the past that has bolstered our research and practical analysis acumen.

  • This week, we posted a full-time (40 hours) Program and Policy Analyst (entry or advanced) position in the Office of Regional Markets. The posting for this competitive recruitment can be found here and we would appreciate it if you could share this with any recent graduates or former students that you think may be interested. In the past, we have had policy (such as former EAP student Megan Zielke) and engineering students work on a part-time basis with our group and this has been a great experience for our staff to engage with the developing and research side of issues. Given the dynamic changes occurring in the energy industry with new technologies, the changing resource mix, and increasing international and national policy interest, this could provide a unique opportunity for anyone interested in working in the public sector and energy in particular.

  • We are also looking to add a second, part time (on average 20 hours a week, often less during the school year) Public Service Engineer-Senior LTE position in the Office of Regional Markets. We currently have one such staff person, David Skrovanek, and have had similar staff in the past associated with UW-Madison, including Amir Sajadi, Carmen Haseltine, and Adria Brooks, who worked with our group while pursuing a post-graduate or PhD electrical engineering degree (a B.S. in electrical engineering or a similar area would be a prerequisite for this position). In these positions, we have worked closely with program advisors to make sure education responsibilities come first, while also providing unique opportunities and competitive pay. The Office of Regional Markets provides a unique opportunity for staff to work closely with key decision makers in Wisconsin and we operate at a unique and advanced policymaking level that also requires initiative and discretion. Therefore, practical performers who would be comfortable in this type of setting would be the ideal candidates. On top of this, staff will work directly with our own engineering staff on generation and transmission project modeling and analysis. Sometimes, these LTE positions have also worked-on or led special projects. While we are currently looking for more of a general LTE Engineer with this recruitment, there could be opportunities to work on special projects in the future. An example of this is a report on the impact of EVs on the transmission system that was eventually published: WEVJ | Free Full-Text | The Impacts of Electric Vehicle Growth on Wholesale Electricity Prices in Wisconsin | HTML (mdpi.com). If you can think of any potential candidates, including current or incoming students, we would be most appreciative if you could share this note with them and have them send along their resume to me (ryan....@wisconsin.gov).

Please feel free to reach out with any questions about this and thank you for your continued partnership.

Regards,

Ryan Kohler (he/him/his)

Hello Scott,

I am reaching out again as we are still looking to add a second, part time (on average 20 hours a week, often less during the school year) Public Service Engineer-Senior LTE position in the Office of Regional Markets. To help give an idea of our work to potentially interested students, some of the projects this position would perform could be an annual review of Wisconsin’s long-term resource adequacy within the Midcontinent Independent System Operator (MISO) footprint and general long-term optimization of resource and transmission planning in that footprint, a review of potential transmission projects in Wisconsin and across the MISO footprint (powerflow and economic analyses), issues related to enhanced grid technologies like dynamic line ratings, issues related to participation of distributed energy resources (DERs) in wholesale energy markets as required under FERC Order No. 2222, and other projects.

If you can think of any potential candidates, including current or incoming students, we would be most appreciative if you could share this information with them and have them send along their resume to me (ryan....@wisconsin.gov).

Thank you again,
