[RFC] Raising the minimum x86-64 platform level to x86-64-v2

Hi all,

I've sent out an RFC, proposing that we raise the minimum platform level for the x86-64 platform to the x86-64-v2 level: https://fuchsia-review.googlesource.com/c/fuchsia/+/485257

This would offer performance benefits to compiled code on x86 builds -- we would be able to assume LAHF/SAHF, POPCNT, CRC32C, SSE3, SSE4.1, SSE4.2, and SSSE3 are always present and generate code accordingly. It would exclude certain older CPUs from running Fuchsia (K8 rev F, K10, Pentium 4/Pentium D, Core 2, Bonnell Atoms), however.
