[idk][build] Support string api_level in IDK metadata

https://fxrev.dev/1080722 adds support for API level `"NEXT"` in the
IDK. To unblock this, change the schema for versioned IDK artifact
types to support both the existing numbered integer API levels and
named string special API levels like `"NEXT"` and `"HEAD"`.
