FYI: moving this list to fuchsia.dev on Nov 23, what you need to know/do

Tldr: we will migrate this list to fuchsia.dev domain on Nov 23rd. This list will change from rust-f...@fuchsia.com to rust-to...@fuchsia.dev.

To unify our domain and improve the way we manage our lists, we are migrating all public email lists to fuchsia.dev domain.

We will, on Nov 23, approximately 10am Pacific time:

• Migrate list subscribers

• Migrate list archives

• Lock down old list to new incoming email, and add a notice about new list

• Set up auto-reply from old list, informing of new list

• Email you when the migration is done

You will:

• Update any list filters

• Stop using rust-f...@fuchsia.com and start using rust-to...@fuchsia.com on Nov 23

I'm thinking we could pick a name that's more oriented toward Rust usage on Fuchsia in general. If we need a toolchain-specific list then we can always add that too.

From a quick straw poll, popular options include rust-users@ and rust-dev@. (Honorable mentions.. rust-lang@ and rust@).

Looking at the history of this list, it seems like it's mostly geared toward users of Rust, so rust-users@ seems like it might be the best fit.
