Override needed in //vendor/google/lib

['Christopher Anderson' via owners-override]

I'm adding a new library in //vendor/google/lib/. With our current OWNERS configuration there is no owner for //vendor/google/lib to fall back on for adding this library and creating a new OWNERS file for its maintenance.

Can someone help me out with an OWNERS+2 on the CL? Thanks!
