Request to facilitate an RFC on anchored packages

Dear Eng Council,

In RFC-212, "package sets" have been defined. We have now drafted one follow up, an RFC on "anchored packages" in https://fxrev.dev/1250744, which we would like to land in a timely manner.

The technical problem this is addressing is that it will allow end-user products (production builds) to decouple OTAs from package delivery. As one concrete example, this enables us to download packages after performing an OTA and rebooting into a new system. This, in turn, would give us more free space in the blob storage (hello Astro!), since at no point in time two versions of the same package would have to be stored.

Draft versions of the RFC have been reviewed by team members of SWD, Assembly, Build and Product teams with general agreement on the technical direction of the proposal.

Can we kindly ask for a facilitator?
