[RFC] Need Facilitator

I have authored an RFC here, and there is not yet a facilitator assigned. This change has been up for a fair amount of time, so I think something about the automated process might not have happened yet.

It's our tracker.  The FEC is meeting at 2pm PST today.  I'll make sure you've got a facilitator assigned by the end of that meeting.
