Network Policy RFCs

Hi FEC,

I'd like to solicit attention to a couple of RFC-related CLs:

https://fxrev.dev/643545 adds a new "Network Policy" area. Network Policy is concerned with components and APIs related to making networked software easier to author and more reliable to run.

https://fxrev.dev/643588 introduces an RFC for components to discover nameservers known to the system via an SDK-exported API. The RFC is layered on this areas change because Network Policy owns this configuration space, and doesn't yet have an area defined.

This RFC is tracked in https://fxbug.dev/93251, which also describes the rationale for putting this work through the RFC process.

This document has been socialized with stakeholders, but happy to be connected with other interested parties as well!

Hey Devon!

Please update the RFC CL description to begin with "[rfc]". That way our tracker will pick it up and you'll be assigned a facilitator.
