Hi FEC,

This is a request to move my RFC https://fuchsia-review.googlesource.com/c/fuchsia/+/613084 to "Step 4: Last Call" per the RFC process. I've addressed all the comments from my stakeholders and received all their CR+1s. Thanks and have a good weekend!
