Request to facilitate an RFC on blob format updates

Dear Eng Council,

We have drafted an RFC on the support for system updates with changes
to the blob format in https://fxrev.dev/1378401.

This addresses the process of updating the delivery blob type and
corresponding on-disk format changes of the blobs during an OTA.

Draft versions of the RFC have been reviewed by team members of Local
Storage, SWD, Assembly, Build and Infra teams with general agreement
on the technical direction of the proposal.

We would like to kindly ask for a facilitator.
