PSA: /dev/class/<PROTOCOL>/* paths are being randomized

Beginning with https://fxrev.dev/750351, paths such as /dev/class/network/000 will no longer start with 000; a random number will be selected as the starting name. These paths were never intended to be stable as they carry no semantic meaning.

As many of these paths are presently load bearing, an allowlist is being added to prevent randomization for certain device classes until downstream usages can be updated. I've filed issues to track updating each downstream usage.
