What checks the folders for device boot shims and stuff now? I'm unsure so I just want to ask how that works now that it's gone.

They always had those, but in zircon/kernel/target/arm64 there used to be that file. "all-boards.list"

The file was removed and the list of boot shims is now in //zircon/kernel/target/arm64/boot-shim/BUILD.gn
