API Council Area for "Core libraries"?

Related to the other thread on Novin's promotion of the sync-cpp API, I'm not sure we have an API area that really covers libraries like this. 

Does it sound reasonable to add a "Core Libraries" area? Any suggestions for who could be the primary?

Yes, I think that makes sense.  We're also missing an API rubric for C++.
