Which api version(s) should a new protocol be included in?

Greeting, I've got the green light to include a new fuchsia.hardware.rtc protocol into the sdk (needed for some OOT work we're doing). The api already has api+1 and a calibration pass. I've gotten far enough along for ci/cq to be complaining that there's no api_summary.json file under $fuchsia/sdk/history

I see a number of directories, presumably api versions. Is there any policy for which version a new api should be added? Should I just assume the latest (which seems to be /14 at the moment)?

The failure in ci/cq gives me some touch commands to run, but I wanted to double check it's telling me to actually do the right thing.

I believe build/config/fuchsia/platform_version.json is the 'source of truth' for this. 15 is currently in development.

Note for posterity: build/config/fuchsia/platform_version.json is the deprecated version of this information, which is being removed soon by @Danielle Kay. Please refer to sdk/version_history.json going forward.
