PSA: try `fx rfc` to create RFCs

TL;DR: try the new fx rfc tool to start writing an RFC to fill RFC metadata and get an RFC markdown file ready for your amazing design.

Creating an RFC requires adding some metadata to _rfcs.yaml and _toc.yaml. The fx rfc tool automates initializing these files correctly and creating a new RFC from the template.

This tool can be used interactively (just run fx rfc), by passing CLI args for each field, or a mix of both. The tool will load your email from the git config and attempt to use it as the default author.
