Files installed on server as root, not ubuntu

Hi, 

Following the install guide (https://docs.google.com/document/d/1RDw8QLhJVd-EAwIAviaboXwLoHPehteRGLCOXzEHBoc/preview#heading=h.t92ocuapjxtd) it suggests becoming the ubuntu user (`sudo su ubuntu`)
to copy any updated config files, but I found that on my VM that the files were actually owned by root, despite being in /home/ubuntu. It's not clear to me which user *should* own these files, but if they should be owned by ubuntu, Im happy to open a github issue, and if owned by root, I've made simple edits in my copy of the install doc (https://docs.google.com/document/d/13nWJzspi-cm5QrrTzolweN3kKzIoktj5FkH3aUuydfc/edit?usp=sharing) which you can see when you "review suggested edits". I'm happy to open an issue for this too, if that helps. :)

Lastly, I also noticed that the file path in GCS is *not* gs://forseti-server-XXX/configs/server/forseti_server_conf.yaml, but instead gs://forseti-server-XXX/configs/forseti_conf_server.yaml which is also corrected in the above copy.
