Here's a corrected version of our article for resubmission.  I have also gone through it one more time, as have Joe Hourclé and John Kunze, and tweaked a few things that weren't caught by the reviewers.  John added a bit better explanation of ARK and corrected some citations as well. 

Joe and I had discussed adding something about citation chaining based on discussion in last week's RENCI workshop on software and data citation, but on second thought my preference is just to submit this.

I think I'm just down to the nit-picking:

Table 2 (page 9) is on a page of its own, with way too much white space. (I'm hoping this is something the typesetting folks will fix).

On page 10, for the list of optional/recommended fields, we bold the field names, but we don't do the same for the 'required' list immediately after. (we could do the same thing on page 12 w/ the list of stakeholders, if you wanted to focus people's attention to those items)

page 13 : should we acknowledge John Kunze, as well?

A small thing:

 

Page 7, Janee et al, should be Janée  et al

 

And in the references (page 15), the same name should be:

 

Janée , G., Kunze, J., and Starr, J.

Ah - well, the way I always used to handle it is to use two back-quotes on the left side rather than double quotes - that is `` on the left side of a quoted expression, then '' or " works on the right (TeX always formats a double-quote " in the termination/right-hand side form).
