Plagiarism is rampant, but where are the statistics?
How many complaints do publishers receive, how are they processed, who is handling the workflow to ensure the reports are acted fairly upon and not stalled or sidetracked? What are the organisational processes and policies in place?
Can the public audit and verify whether publishers are handling complaints as per their policy, or stall or dismiss reports arbitrarily and unfairly?
