Why adding a rule for the tcp protocol also affects the udp protocol and vice versa?

Greetings and Regards

In the outgoing firewall rules, I denied TCP traffic on port 4000 and saw that the traffic on this port was denied and other ports were allowed.
But why has this rule also denied udp traffic on port 4000???
And vice versa, if I deny udp traffic, why is tcp traffic also denied???

Please post a screenshot of the rule. Kindly please explain how you're testing if its blocked?
