If you are seeking to understand FIDO/WebAuthn (which handles
passwordless authentication), there are lots of explainers and articles
on the internet. You can find our take - along with some history of
passwordless authentication (given that FIDO is just the latest
incarnation) - at

If you are trying to understand how to build a FIDO plug-in for Oracle's
Apex platform, you should first understand FIDO, then read up Oracle's
guidelines for creating plug-ins, and figure out how to make those two
work together. Someone on their forum can probably help you better than
this one can, at that point.
One suggestion I can provide to simplify understanding FIDO is to buy
yourself a Security Key (pricing begins at USD 7.99 on
https://www.ebay.com/sch/i.html?_nkw=Security+Key), and try it out on
some demo websites - ours is at
https://demo.strongkey.com.
The reason why understanding FIDO with a Security Key is easier is
because, when you read the word "authenticator" in tutorials, articles,
etc., you can simply think of it as your Security Key. While some
computers/mobile devices have embedded authenticators on their
mother-boards, you cannot be sure which ones do unless you know how to
find out for yourself
