htpasskey: plaintext db and standalone https server with integrated passkey support

Hi folks,

Just vibe-coded a standalone passkey https server.

I always wanted to have an 'apache .htpasswd style' or '.ssh/authorized_keys' style register ceremony -- user click register, send the public key string to admin, and admin append it into a local text file.
