Why dose SPC only work with platform authenticator?

Hello everyone. 

Chrome currently supports Secure Payment Confirmation but only works with platform authenticators. Why doesn't it support cross-platform authenticators? Is it because cross-platform authenticators are less secure, or is there another reason? Are there any plans to support them, or will they never be supported?
