Is the support for Timer feature is mandatory for CTAP 2.1 authenticators?

How accurate should be the timer value behavior when this feature is supported? Assume the timer is not accurate the we are able to communicate with FIDO applet when the card is placed idle on the reader for more than 120 seconds?
