I'm surprised StrongKey's FIDO Certified FIDO2 Server is not listed as a reference implementation; I know we donated it it to the FIDO Alliance in 2019 for testing when it became certified (as we did our FIDO Certified U2F Server in 2015). Nonetheless, I've donated the FIDO2 implementation again through their formal process (at https://fidoalliance.org/certification/functional-certification/reference-implementation-donation-form/).
In the meantime, you're welcome to download our
implementation from https://github.com/strongkey/fido2.
