Unfourtunatly you will need to be more specific about what you think you want to do. "android mobile authenticator" could be many things.
Android has a platform authenticator built in to the OS. You
cannot replace that, if that is what you are thinking.
A first step is to start with the Fido CTAP2 specification.
This is the most recent public review draft of CTAP2.1 there is a RD02 coming soon.
