I want to develop my own android mobile authenticator. Can any one suggest me the references to develop external authenticator

Unfourtunatly you will need to be more specific about what you think you want to do.  "android mobile authenticator" could be many things.

Android has a platform authenticator built in to the OS.  You cannot replace that, if that is what you are thinking.

A first step is to start with the Fido CTAP2 specification.

This is the most recent public review draft of CTAP2.1 there is a RD02 coming soon.

It depends on your use cases:

If you are looking at banking, or transaction compliant use cases, you might want to look at FIDO UAF protocol. It is a mobile centric authentication framework.

Android phones, and Windows laptops have built-in FIDO2 Platform authenticators, and you can't replace them.
