Strawman proposal for OBS data/metadata standards

Dear all,
In order for Ocean Bottom Seismometer (OBS) data to be as useful as possible, OBS-specfic properties (clock drift, horizontal channel nomenclature, water depth and location methods/precision) should be included in the data and metadata in the same way, regardless of what OBS facility collected the data.  Some standard OBS data-specific software would also be very useful for helping scientists to get the most of this data.

I have written a "strawman" proposal as a first effort to define these standards and software.  I would appreciate your comments on and improvements to this proposal.
